The Federal Environment Agency receives all proposals for new eco-labels (so-called new proposals). Accompanied by an expert assessment the new proposals are submitted by the Federal Environment Agency to the Environmental Label Jury for decision. The Environmental Label Jury then selects product groups considered to be particularly suited and returns them to the Federal Environment Agency in the form of a test order for more extensive examination. Upon conclusion of all necessary tests the Federal Environment Agency prepares proposals for the technical criteria to be met by the product or service when applying for ward of the eco-label. The subsequent expert hearing involving representatives from all relevant social groups discusses these award criteria: On the one hand they must be stringent enough while on the other hand they also need to be realizable. Afterwards, the list of criteria is submitted to the Environmental Label Jury.
Another task of the Federal Environment Agency is to update the technical criteria of existing eco-labels for decision by the Environmental Label Jury.
